Who qualifies for developmental disability care?

To be eligible for services from a county board of developmental disabilities, a person must have a developmental disability, which is defined under Ohio law as “severe, chronic disability” that:

  • is “attributable to a mental or physical impairment or a combination of mental and physical impairments,” other than one caused solely by mental illness;
  • is manifested before age 22;
  • is likely to continue indefinitely.

To apply for eligibility for services, one should contact his or her county board of developmental disabilities. The eligibility process in Ohio is a two-step process:

  1. Diagnosis verification
  2. Administration of the COEDI or OEDI

If a developmental disability is confirmed by a trained assessor, an evaluator shall meet with the individual to administer the State mandated evaluation Ohio Eligibility Determination Instrument (OEDI) to assess the impact of the disability on the person.
